Broome County Land Bank Announces Completion of First City ARPA Renovated Home in 2024
Single-Family House in the City of Binghamton Now for Sale
City of Binghamton, NY – The Broome County Land Bank Corporation announced the completion of their first renovated home using an American Rescue Plan Act (ARPA) grant from the City of Binghamton, located at 34 Andrews Avenue. Broome County Land Bank Executive Director Jessica Haas, Land Bank Board of Directors Chairman Aaron Martin, and other Land Bank Board members were joined by Broome County Executive Jason Garnar, City of Binghamton Mayor Jared Kraham, and other officials to celebrate the event.
The single-family home was renovated using ARPA grant funds that the Land Bank was awarded by the City of Binghamton. The agreement calls for the renovation of 10-12 single-, and two-family homes. New York State Homes and Community Renewal also provided funds to cover predevelopment and environmental remediation expenses. This rehabilitation project is the first affordable homeownership opportunity provided through both funding sources. The Land Bank has completed and sold three single-family homes funded through New York State Community Development Block Grant (CDBG) over the past year. This project continues the goals of the existing program to provide affordable homeownership opportunities in the City of Binghamton. The Broome County Land Bank partnered with Construction Management Associates to manage the construction project.
The renovated home provides an affordable homeownership opportunity for low-to-moderate-income individuals and families and is available for purchase through the Land Bank’s Affordable Homes Program, under the supervision of the Land Bank and The SEPP Group. The home is listed for $149,900. Anyone interested in learning more about the home or the process for purchasing the home should contact the Program’s realtor, John Farrell, EXIT Realty Homeward Bound at 607-760-5000 or by email at john@exitnys.com.
“I would like to thank the City of Binghamton and NYS Homes and Community Renewal who have supported and funded this project at 34 Andrews Avenue on Binghamton’s East Side. I would also like to thank former Mayor Rich David, current Mayor Jared Kraham, and City Council for their support of this series of rehabilitation projects by allocating $2,000,000 in ARPA grant funding to the Land Bank. The Land Bank is looking forward to identifying a buyer who meets our income and affordability guidelines. I would also like to thank Broome County for partnering on this project to assist the Land Bank in identifying and transferring the property to the Land Bank,” said Jessica Haas, Executive Director of the Broome County Land Bank Corporation. “We are proud of the impact we have made to provide this and future affordable homeownership opportunities in the City of Binghamton and are looking forward to the years ahead.”
“This home on Binghamton’s East Side is renovated and ready for sale thanks to an unprecedented investment by the City of Binghamton and the hard work of the Broome County Land Bank,” said Binghamton Mayor Jared Kraham. “Together, we’re rehabilitating vacant, blighted properties in neighborhoods across the City to create more affordable homeownership opportunities and strengthen our neighborhoods. I’m grateful to the Land Bank for all the work they do alongside the City of Binghamton, and to New York State Homes and Community Renewal for the critical funding support.”
“Access to affordable housing is crucial for our community. Thanks to the City of Binghamton’s ARPA funding and support from New York State Homes and Community Renewal, the Broome County Land Bank is creating new opportunities for homeownership,” said Broome County Executive Jason Garnar. “Broome County is proud to support the Land Bank’s efforts, and we look forward to seeing more neighborhoods transformed through their initiatives.”
“Congratulations to the Land Bank and City of Binghamton on the completion of the first Affordable Homes Project primarily funded by City-allocated American Rescue Plan Act funds,” said Broome County Legislature Chairman Dan J. Reynolds. “Thank you to Binghamton Mayor Jared Kraham for your continued partnership to create new safe and affordable housing opportunities for residents of the community.
“SEPP is excited to continue its collaboration with the Broome County Land Bank, as its positive influence on neighborhoods across the County is truly remarkable,” said John Bernardo, Executive Director of the SEPP Group.
“The completion of Binghamton’s first ARPA-funded home renovation builds on Broome County’s and the Land Bank’s successful implementation of a $1 million Community Development Block Grant Housing Activity award to create critically needed affordable homeownership opportunities,” said New York State Homes & Community Renewal Commissioner RuthAnne Visnauskas. “Congratulations to the Broome County Land Bank for reaching this milestone in their work to enhance Binghamton’s housing stock and thank you to the Biden-Harris Administration for their support of community revitalization across New York through ARPA investment.”
Malarkey Construction was the general contractor for the project. Keystone Material Testing provided environmental services and Keystone Associates provided professional architectural services.
