    The Broome County Land Bank Corporation (“BCLBC” or “Land Bank”) is soliciting Request for Proposals (“RFP”) from qualified interested parties for the purchase and development of 21 Walnut Street, Binghamton, NY 13905 (the “Property”). The BCLBC acquired the property in October 2021 from Broome County, subsequent to property tax foreclosure.

    The BCLBC is seeking proposals that demonstrate a residential use for the area, a feasible development plan to be completed within a strict time frame (twelve months from the date of sale), and adequate financial capacity and renovation experience to undertake the project. The BCLBC’s Staff and Board of Directors will evaluate the RFPs submitted and select one purchaser/developer, as determined by the Board of Directors in its sole discretion. All RFPs will become part of the Land Bank’s files without any obligation on the Land Bank’s part.

    Interested parties shall submit one (1) version of their proposal to the BCLBC office by 4:00 PM on September 6, 2024.

    Project Description: Renovate an existing, two-story, single family residence, approximately 1,400 square feet in area, with detached garage. The site has been abated.

    Construction Contract: Bids will be received for the following Work: General Contract (all trades).

    Bid Opening: Owner will receive sealed bids until the bid time and date indicated above. Bids will be thereafter be privately opened.

    Bid Security: No Bid Security is required.

    Pre-Bid Conference: A pre-bid conference for all bidders will be held at the project site on Wednesday, August 14, 2024 at 10 am, local time. Prospective bidders are recommended to attend. Owner, Architect, and CM will be in attendance.

    Sealed bids for Broome County Land Bank Corporation – Renovations + Reconstruction (8 Gray Street–Binghamton, NY 13904), in accordance with the Bid Form, Contract Agreement, Bid Bonds, Site Visitation Requirements and Drawings will be received by the Broome County Land Bank Corporation, – until 2:00 p.m. local time, on Wednesday, October 02, 2024 when they will be publicly opened and read, for the following project.

    The project consists of a single prime contract (General Contractor) to perform the work. The scope of work includes: selective demolition, exterior and interior improvements. Exterior improvements include: roofing, painting, gutters, downspouts, stairs, railings, window and door replacements, wood-framed deck & stair. Interior improvements include: kitchen renovation, bathroom renovation(s), and interior finishes (new LVT flooring, trim, drywall and painting). HVAC, electrical and plumbing upgrades are also included.

    Prevailing wage: Davis Bacon Act Prevailing Wage Rates do NOT apply to this project.

    Bid security is NOT required. A pre-bid conference will be conducted at the project site on Wednesday, September 11, 2024 at 9:00am.

    Refer to the bid package for various requirements including: insurance, M/WBE and EEO requirements, etc. The Broome County Land Bank reserves the right to reject any and all bids and to award contracts in the best interests of the Broome County Land Bank.
